XX All-Russian Congress of Building Self-Regulatory Organizations

Vladimir Noarov, General Director of NNIAT LLC, took part in the XX All-Russian Congress of self-regulating construction organizations, which was held in Moscow on September 14, 2021.

The Congress was attended by over 300 people, including representatives of self-regulatory organizations from all over the country and representatives of executive authorities, special guests and journalists.

The presidium of the Congress, which opened under the chairmanship of Anton Glushkov, the President of NOSTROY, included Irek Fayzullin, the Minister of Construction and Housing and Communal Services, Arkady Chernetsky , First Deputy Chairman of the Federation Council Committee on the Federal Structure, Regional Policy, Local Government and Northern Affairs, Sergey Pakhomov , First Deputy Chairman of the State Duma Committee on Housing Policy and Housing and Communal Services, Sergey Muzychenko, Deputy Minister of Construction and Housing and Communal Services of the Russian Federation, Alexander Demin, State Secretary - Deputy Head of the Federal Service for Ecological, Technological and Nuclear Supervision (Rostekhnadzor) and other officials.

Irek Fayzullin passed to the delegates of the Congress the welcome speech of Marat Khusnullin, the Deputy Chairman of the Government of the Russian Federation. In his speech the head of the Ministry of Construction of Russia told about the improvement of the regulatory base of the construction industry, the measures of the state support and the priority tasks. He noted that, despite the difficulties caused by the pandemic, the construction industry in general has shown successful progress - the volume of construction work in Russia is increasing. In 2020, more than 225 thousand contracts were concluded, the volume of tax revenues amounted to about 4 trillion rubles, 88.2 million square meters of housing was commissioned, the target for this year - 85 million square meters, which, of course, will be achieved, according to Irek Fayzullin.

One of the key tasks of the Ministry of Construction of Russia to date, the head of the department called actualization of the SNiPs. The head of the Ministry of Construction of Russia also reminded about the changes in the Civil Code of the Russian Federation, which came into force since September 1, and which allow to reduce the investment and construction cycle of capital construction projects up to 32 procedures.

Also, Irek Fayzullin noted the active participation of NOSTROY in the development of the construction industry and in the functioning of the Russian Ministry of Construction.

The delegates approved the accounting (financial) statements of NOSTROY for 2020, and heard and approved the report of the Audit Commission on the results of financial and economic activities of NOSTROI in 2020.

Ravil Umerov, the Chairman of the Technical Council of NOSTROY, presented the report on the technical regulation, standardization and conformity assessment in construction, which was supported by the delegates of the Congress.

At the end of the Congress by a majority vote, taking into account the proposals and comments of the district conferences, the Priority directions of NOSTROY activities for 2022 were approved.
