Vladimir Noarov, General Director of NNIAT LLC, took part in the XXI All-Russian Congress of self-regulating construction organizations

Vladimir Noarov, General Director of NNIAT LLC and also the President of the SRO Union “Privolzhie Construction Companies” took part in the XXI All-Russian Congress of self-regulating organizations (SRO), based on the membership of organizations performing construction, reconstruction, overhaul,
demolition of capital construction facilities.
The Congress was held in Moscow on April 12, 2022 and was attended by over 300 representatives of Russian self-regulating organizations, executive authorities, special guests and journalists.
209 delegates from regional SROs with a casting vote and 81 delegates with a deliberative vote were registered.

The Congress was held under the chairmanship of Anton Glushkov, the President of NOSTROY.
The presidium included Irek Fayzullin, the Minister of Construction, Housing and Utilities, Sergey Pakhomov, the Chairman of the State Duma Committee on Construction, Housing and Utilities, Vladimir Gorodetsky, First Deputy Chairman of the Federation Council Committee on the Federal Structure, Regional Policy, Local Government and Northern Affairs, Alexander Demin, State Secretary - Deputy Head of the Federal Service for Ecological, Technological and Nuclear Supervision (Rostekhnadzor), Sergey Muzychenko, Deputy Minister of Construction, Housing and Utilities of the Russian Federation, Aleksey Nidens, Deputy General Director of DOM.RF, Oleg Speransky, Director of the Legal department of the Ministry of Construction, and others.

On April 11, 2022, within the official framework, a series of meetings and sessions was held to discuss strategic issues of construction industry and SRO, namely:

- NOSTROY expert panel discussion of issues of legislation improvement in the construction industry;

- Panel discussion: “SRO role in the development of the pricing system”;

- Panel discussion: “Analysis of the efficiency of the current self-regulating pattern in the construction industry and ways to improve it. Development of the independent assessment of the qualifications of specialists in the field of construction”;

- Panel discussion: “Import substitution in construction”;

- Panel discussion: “Construction industry support measures”.

On April 12, 2022, during his welcome speech to the delegates and guests of the Congress Irek Fayzullin, the Minister of Construction, Housing and Utilities, noted that the year 2021 was the time of redesigning processes and launching new mechanisms for the construction industry. The Head of the Ministry of Construction, Housing and Utilities emphasized the necessity to enhance SRO role in the construction industry, increase responsibility to clients. Also, Irek Fayzullin spoke about a set of measures taken to maintain the dynamics of construction and timely commissioning of the facilities built with public funding.

On the basis of the work results, a decision was made to rotate the members of NOSTROY Council – the powers of 10 members were terminated and 11 new members were elected by secret ballot.
The delegates of the Congress approved the financial statement of NOSTROY for 2021, and also the report of the Audit Commission on the financial and economic activities of NOSTROY in 2021.
Due to the end of the 2-years term of office of the Audit Commission members, which were previously elected on September 11, 2020, by the delegates of XIX Congress, new commission was elected on the XXI Congress. 
Based on suggestions and comments of district conferences, changes in NOSTROY charter, NOSTROY key priorities for 2023, as well as the budget for the upkeep of NOSTROY for 2022 were established.

The XXI All-Russian Congress of self-regulating organizations ended with award ceremony of the delegates and members of the presidium.
